Capital.com Secures Dual FSCA Licence to Operate in South Africa

“Capital.com has received dual regulatory approval from South Africa’s FSCA, allowing it to operate as both an Over-the-Counter Derivatives Provider (ODP) and a Category 1 Financial Services Provider (FSP). This move enhances governance in the financial sector by ensuring compliance with local oversight standards while expanding access to global trading markets.”

On June 23, 2026, Capital.com, a global financial technology group, announced its official entry into South Africa under a dual licence granted by the Financial Sector Conduct Authority (FSCA). The approval allows the company to operate as an Over-the-Counter Derivatives Provider (ODP) and as a Category 1 Financial Services Provider (FSP). This dual authorisation is a landmark development in South Africa’s governance of financial markets, reinforcing regulatory oversight while opening new opportunities for investors.

The ODP licence enables Capital.com to provide access to contracts for difference (CFDs) across more than 5,000 markets, including equities, commodities, indices, and foreign exchange. Importantly, the licence also covers crypto CFDs, a sector that has been under increasing scrutiny worldwide. By operating under FSCA supervision, Capital.com must adhere to strict governance standards, including risk controls, transparency, and client protection measures. This ensures that South African investors engage with global markets within a framework designed to safeguard financial integrity.

The Category 1 FSP licence further authorises Capital.com to market and promote its services locally, offering intermediary (non-advice) services for approved financial products. This dual structure reflects the FSCA’s commitment to balancing innovation with governance, ensuring that new entrants meet compliance requirements while contributing to the country’s financial ecosystem.

Valentina Rzheutskaya, Executive Director at Capital.com, emphasised that operating under local regulatory supervision is central to the company’s market entry strategy. She noted that the FSCA approvals define the standards Capital.com must meet in governance, conduct, and risk management. This underscores the regulator’s role in shaping a transparent and accountable financial environment.

To lead its South African operations, Capital.com appointed Travis Robson as Chief Executive Officer. Robson brings extensive experience in regulated financial services, having previously established governance structures and overseen trading operations in compliance-heavy environments. His appointment signals the company’s intent to embed strong governance practices from the outset, aligning with FSCA expectations.

The significance of this development extends beyond Capital.com itself. South Africa has long sought to strengthen its financial governance framework, particularly in areas such as derivatives trading and cryptocurrency oversight. By granting dual licences, the FSCA demonstrates its proactive approach to regulating emerging financial products while ensuring investor protection. This move also positions South Africa as a competitive destination for global fintech firms seeking regulated entry into African markets.

From a governance perspective, the approval highlights the FSCA’s evolving role in balancing innovation with accountability. The regulator’s willingness to authorise crypto CFDs under supervision reflects a pragmatic approach: rather than banning or ignoring new financial instruments, it integrates them into a regulated framework. This not only protects investors but also enhances South Africa’s reputation as a jurisdiction committed to responsible financial governance.

For investors, the arrival of Capital.com offers expanded access to global markets through a locally regulated entity. This means greater clarity around risk, improved transparency, and assurance that trading activities are conducted under FSCA oversight. In an era where governance failures can quickly erode trust, the dual licence provides a safeguard against misconduct and reinforces confidence in the financial system.

In conclusion, Capital.com’s entry under dual FSCA authorisation represents a pivotal governance milestone for South Africa’s financial sector. It strengthens regulatory oversight, embeds risk management standards, and expands market access for investors. More broadly, it reflects South Africa’s commitment to modernising its governance framework in line with global best practices, ensuring that innovation in financial services is matched by accountability and transparency.
