Maersk Announces PAE/PAI Charge Increases in South Africa

“Maersk has increased Port Additional Export (PAE) and Import (PAI) charges in South Africa to recover Transnet’s new Fuel Neutrality Charge. The tariff hike affects all global trade lanes starting June and July 2026.”

Port has long been the backbone of South Africa’s maritime trade, handling the majority of container traffic in the region. In recent years, inefficiencies, congestion, and operational disruptions plagued the port, undermining South Africa’s competitiveness in global trade. However, 2026 marks a turning point. Transnet’s recovery initiatives, including investment in rail infrastructure and digital logistics systems, are beginning to yield results. Container throughput has increased, vessel turnaround times have improved, and congestion has eased compared to the worst periods of disruption.

The port’s ambition is to become Southern Africa’s premier transshipment hub, serving not only South Africa but also neighboring countries like Zimbabwe, Zambia, and Malawi. This requires balancing efficiency with expansion. Plans include upgrading container handling equipment, expanding berths, and integrating rail corridors to reduce reliance on trucking.

The broader impact is significant: improved port performance lowers trade costs, enhances competitiveness of South African exports, and strengthens regional integration. Yet challenges remain. Labor disputes, aging infrastructure, and global shipping volatility could undermine progress. Policymakers must ensure sustained investment and governance reforms to secure Durban’s role as a regional hub.
